The year 2010 marked the kick-off of WLF's Program: " Hague Utilities for Global Organisations ". The HUGO program, which was subsidised by the Dutch Ministry of Economic Affairs, Agriculture and Innovation and the City of The Hague, aimed to investigate how to promote an efficient international dispute resolution.

At the time, the HUGO Program consisted of the following projects:

  • Dispute resolution in financial markets , which was established in January 2012 to assist judicial systems in the settlement of complex financial transaction disputes. The project developed into the PRIME Finance Foundation .
  • Dispute resolution and corporate social responsibility , which involved an international facility established in late 2012 that focuses on contributing to dialogue-based resolution of CSR-related disputes between companies and communities. This project developed into the ACCESS facility .
  • A project on the civil law aspects of international corruption had been developed to provide a cost-efficient, swift and simple alternative for resolving civil corruption disputes. WLF aspires to create a Forum of Anti-fraud and Corruption Experts (FACE) hailing from all continents, qualified to mediate and settle corruption related claims and disputes world-wide.

The eight HUGO partners were: the World Legal Forum Foundation; NautaDutilh law firm; Pels Rijcken & Droogleever Fortuijn law firm; Buren van Velzen Guelen law firm; the Corporate Social Responsibility Initiative (Harvard Kennedy Law School); the Institute for Environmental Security; Science Alliance B.V.; and the Netherlands Institute for Advanced Study in the Humanities and Social Sciences (NIAS).
